September 11, 2017 SPECIAL MEETING
The Village Board of Trustees met in special session at 2:00pm in the Auditorium. Notice of this meeting was given in advance by posting in three designated places, and advance notification of the trustees by delivery. Trustees answering roll call were Olson, Dittmar, Barth, Swanson, and Ehlers. Also present were Lisa Riley and Rebecca Sandman.
The Pledge of Allegiance was recited.
The location of the Open Meetings Act was noted as being posted on the entryway wall.
The agenda was approved on a motion by Swanson and seconded by Barth. RCV: all ayes.
The Public Hearing to hear comments about the proposed FY 2017-18 budget was declared open at 2:05pm. Valuations increased slightly but the levy was left the same. Dittmar moved and Swanson seconded a motion to close the hearing at 2:26pm. RCV: all ayes. Barth moved and Swanson seconded a motion to approve the FY 2017-18 budget as presented. RCV: all ayes. Ehlers moved and Barth seconded a motion to approve the 1% increase as allowed by law. RCV: all ayes. Dittmar moved to introduce Resolution 2017-08, to set the property tax request at a different amount than last year. Swanson seconded the motion. RCV: all ayes. Dittmar moved and Swanson seconded a motion to introduce Ordinance #757, the annual appropriation ordinance. RCV: all ayes. The rules of reading on three separate occasions were waived on a motion by Dittmar and seconded by Barth. RCV: all ayes. Chairman Olson read Ord. #757 by title, and then Dittmar moved and Swanson seconded a motion to adopt and pass Ord. #757 as read. RCV: all ayes.
Change order #3 which adds 2.5 blocks to the water main replacement project was reviewed. Swanson moved and Barth seconded a motion to approve Change order #3 for an additional $135,182.00 to the water main replacement project. RCV: all ayes.
The drainage ditch clean out project was reviewed. Dittmar moved and Barth seconded a motion to approve Greckel Construction to proceed with the drainage ditch clean-out and to also remove trees as needed. RCV: All ayes.
A proposal from Clouse Construction for replacement of windows at the Senior Center was reviewed. The cost for replacing windows on the west, east and south sides was $11,653.36. Swanson moved and Barth seconded a motion to approve the replacement of windows by Clouse Construction in the amount of $11,653.36. RCV: all ayes.
The Betterment Committee duties and responsibilities were reviewed. The proposed duties were written in a similar format as the Park Board and Planning Commission. Dittmar moved and Swanson seconded a motion to approve the Betterment Committee’s duties and responsibilities sheet. RCV: Ayes-Dittmar, Swanson, Barth, Olson. Nay-Ehlers. A list of members will be considered for appointment at the October meeting.
Chairman Olson reported on a meeting he had with the village attorney regarding prosecution of city code violations. Other area communities have entered into an agreement with the County Attorney for prosecution of citations. Barth moved and Swanson seconded a motion to meet with the County Attorney to discuss having that office prosecute city code violations. RCV: all ayes.
Swanson moved and Dittmar seconded a motion to introduce Resolution 2017-09, to advertise Village property (located east of 2nd Street more commonly known as Lots 1-5 containing 1.86 acres) for sale. RCV: all ayes. Bids will be opened at the October meeting. The legal description is: “Referring to the NW corner of the NE Quarter of Said Section 29, Township 11, North Range 1, east of the 6th P.M.; thence in a southerly direction, along the west line of the NE Quarter of said Section 29, on an assumed bearing of south 00 Degrees 00 minutes 00 seconds east for a distance of 1800.74 feet to the point of beginning; thence continuing on said bearing of south 00 degrees 00 minutes 00 seconds east for a distance of 319.40 feet; thence south 89 degrees 46 minutes 46 seconds east for a distance of 251.99 feet; thence north 00 degrees 46 minutes 59 seconds east for a distance of 319.79 feet; thence north 89 degrees 51 minutes 47 seconds west for a distance of 256.36 feet to the point of beginning. Said property contains 1.86 acres more or less, in Seward County, Nebraska.”
The trustees discussed wages for the Zoning Inspector work. Barth moved and Ehlers seconded a motion to have the Zoning Inspector duties included in the maintenance supervisor’s duties. RCV: all ayes.
Employee hours and wages were reviewed. Swanson moved and Dittmar seconded a motion to consider the clerk/treasurer position as full time. RCV: all ayes. Swanson moved and Dittmar seconded a motion to increase the clerk’s wages by 3%. RCV: all ayes.
