Village Board of Trustees
January 6, 2020 Regular Meeting
The Village Board of Trustees met in regular session on January 6, 2020 at 7:00 pm in the Auditorium. Notice of this meeting was given in advance by posting in three designated places and advance notification of the trustees by delivery. Roll call was answered by Trustees Olson, Baack, Powell and Swanson. Also present were Joyce Schriner, LaVern Stuhr, Dylan Wiemer and Rita Maier.
The Pledge of Allegiance was recited.
The Open Meeting Act is located on the entry wall.
The agenda was approved by a motion from Swanson and seconded by Baack. RCV: all ayes
Minutes from the December 2, 2019 meeting will be distributed at the next regular meeting for approval.
Public Comments: None
Olson explained the e-mail he received from Brian of Olsson’s as to why no expansion joint was made between the new sidewalk and the building face. Because the building face and footing is not vertical and that this area would receive a minimal amount of moisture that sealing it without a reservoir would not be effective and could cause future problems.
Swanson moved and Powell seconded to approve Certificate of Payment #3 SCS-final payment to Olsson’s. RCV: all ayes.
Swanson moved and Baack seconded to approve release of SCS performance /contract bond. RCV: all ayes.
Swanson moved and Baack seconded to approve payment on water tower contract. RCV: all ayes
Swanson moved and Powell seconded to approve purchase of computer for water treatment plant. RCV: all ayes.
Powell moved and Swanson seconded to approve to utilize reserved $2500.00 worth of computer assistance from Olsonn & Associates at the water treatment plant. RCV: all ayes.
Powell moved and Swanson seconded to donate old water treatment plant computer to the Senior Center for public use after all pertinent programs and information has been removed. RCV: all ayes.
Swimming pool bids were not discussed because at time of meeting only 1 bid had been received.
The annual conference on Pesticide program and waster water hours scheduled for Jan 12, 2020 was discussed. The maintenance department did not feel they need the attend this particular conference.
Discussion was held about a grant available for trees. To be eligible for this we would need to be a member of the Tree City. This would require that we have a Tree Board. Swanson moved and Powell seconded that we combine the Tree Board with the Park Board and make it one and the same. RCV: all ayes. Olson is also to receive information from the Forest Service.
Discussion was held about delinquent water bills and possibility of setting up installment payment plans. It was decided that residents would have to always pay the current amount due and a set portion on past due by the due date each month. If they followed this plan they would not be charged a late payment fee.
A Senior Center manager position has not been offered yet. Swanson moved and Baack seconded that the Village would pay Joyce Schriner a wage of $15.00 per hour as she is supporting and training the new manager whenever that new manager is hired. RCV: all ayes
Swanson moved and Powell seconded to waive the drug tests and background checks on the existing employees, Dylan Wiemer, Rick Hemphill and Rita Maier. RCV: all ayes
Discussion was held about the upcoming appeal hearing for unemployment. The necessary paperwork and list of witnesses will be submitted and return to the court.
Fire Chief Report: As messaged: The new fire truck chassis arrived at Breda lowa on 11/19/19 and the apparatus body has been built as of 12/30/19.
No Sheriff report.
Zoning Inspector report: 2 applications received. One was approved for razing the United Methodist house at 730 2nd Street. The other denied for a structure to be built in front of 275 D street. This would not meet zoning requirements.
Chair Report: Received Library project money and the funds from the Foundation for landscaping, Drinking water survey is complete. Received Burn permit from Game and Parks. Some of the Sidewalk Assessments have been paid. He spoke with Clause about the closing of the railroad crossing. He will be working on this soon. Requested a donation of a highchair for the Auditorium. Reported that Dylan is taking care of photo ID of employees.
Maintenance report: Attached and made a part hereof. He mentioned that some sewer storm lids are looking bad and may need to be replaced in the future. Swanson moved and Powell seconded to purchase new first aid kits for the maintenance trucks. RCV: all ayes. Swanson moved and Baack seconded for the F150 truck to be taken in for repairs. RCV: all ayes. Swanson moved and Powell seconded to purchase new coveralls for Rick Hemphill. RCV: all ayes
Powell moved and Swanson seconded to approve the cost about $80 for a Pesticide recertification course for Rick Hemphill to be paid by Credit Card. RDV: all ayes
Clerk’s Report: Notice of 1 and 6 year Street improvement meeting will be in Seward Independent 1/15/20 and has been posted in 3 places. Swanson moved and Baack seconded that Clerk should attend the continuing education in Kearney March 16-20th with a registration fee of $393.00. RCV: all ayes

Payment claims were reviewed. Swanson moved and Baack seconded to approve payment of claims. RCV: all ayes
Swanson moved and Baack seconded to adjourn the meeting. RCV: all ayes. The meeting was adjourned at 8:40 pm.
