Utica, Nebraska – Village Board of Trustees
November 13, 2019, Special Meeting
The Village Board of Trustees met in special session at 2:00 p.m. in the Auditorium. Notice of this meeting was given in advance by posting in three designated places, and advance notification of the trustees by delivery. Roll call was answered by Trustees Olson, Baack, Ohlsen, Powell, and Swanson. Also present for various parts of the meeting were Kathy Ohlsen and Dylan Wiemer.
The Pledge of Allegiance was recited.
The Open Meetings Act is located on the entry wall.
The agenda was approved by a motion from Swanson and seconded by Baack. RCV: all ayes.
Painting stripes for parking on First Street between D and E Streets plus between First and Second Streets on D and E Streets needs to be bid. Swanson moved, and Powell seconded, to contact three recommended companies for bids. RCV: all ayes.
A water leak needs repair between the curb stop, which is some distance away, and Chuck Vandeloo’s property. Swanson moved, and Baack seconded, to have it repaired. Dylan informed the board that a leak in the curb stop at the ball field also will be repaired. RCV: all ayes.
After discussion, Swanson moved, and Powell seconded, to allow Keith Schleusner and a group to use the City Auditorium at no charge for a bible study from 8:30 to 9:30 a.m. on the first Saturday of each month beginning at the start of the new calendar year, with the understanding that the group will find an alternate location when other events are scheduled in the Auditorium. RCV: all ayes.
After explanation and reading, Swanson moved, and Baack seconded, to introduce and pass Resolution #2019-8 to apply for an extension of time to produce documents for the drawdown of CDGB for the First Street Project. RCV: all ayes.
After discussion of new billing issues for water/sewer accounts, Swanson moved, and Baack seconded, to grant permissions to Village office staff to adjust and/or write off certain accounts that have been disputed by residents, after approval of the Chairman of the Village Board. RCV: all ayes.
A holiday bonus for each full time Village staff member was discussed. Swanson moved, and Baack seconded, to provide a holiday bonus of $500 to Dylan Wiemer, $500 to Becky Sandman, and $50 to Rita Maier, who will have been briefly in her position as the new Village Clerk. RCV: all ayes. Powell moved, and Swanson seconded to give permission to ready the bonus checks for the next regular Board meeting on December 2. RCV: all ayes.
Claims were reviewed. Swanson moved, and Baack seconded, to pay all claims. RCV: all ayes.
After discussion, Swanson moved, and Ohlsen seconded, to pay Dale Kaliff’s dental plan to the end of November. RCV: all ayes.
After explanation and reading, Baack moved, and Swanson seconded, the introduction and passage of Resolution #2019-7 to ratify the elections of LARM Board of Directors. RCV: all ayes.
Various personnel issues were discussed. Swanson moved, and Powell seconded, to appoint Dylan Wiemer as Maintenance Supervisor as of Monday, November 11, 2019, with pay of $25 per hour. RCV: all ayes. Swanson moved, and Powell seconded, to pay Dale Kaliff in the amount of $4,268 plus $600, which would be his pay through November 24, with overtime served and his health insurance stipend. RCV: all ayes. Swanson moved, and Baack seconded, to pay Dale Kaliff $1,960 of accumulated PTO, in accordance with our PTO policy. RCV: all ayes.
Ohlsen moved, and Swanson seconded, to advertise a Village maintenance position in the Seward and York newspapers, with a deadline for applying of Friday, November 29, 2019. Those applications and possible interviews would be considered at the regular December 2 meeting of the Board. RCV: all ayes.
Swanson moved to enter into executive session at 3:22 p.m. to discuss personnel issues. It was seconded by Baack. RCV: all ayes. No action was taken in closed session. Swanson moved, and Ohlsen seconded, to return to open session at 3:42 p.m. RCV: all ayes.
At 3:45 p.m. Swanson moved, and Ohlsen seconded, to adjourn the meeting. RCV: all ayes.
