Regular Meeting – September 3, 2019
The Village Board of Trustees met in regular session at 7:00P.M. in the Auditorium. Notice of this meeting was given by posting in the three designated places, and advance notification of the trustees by delivery. Trustees present were Olson, Swanson, Baack, Ohlsen, and Powell. Also present Joyce Schriner, Jonathan Jank, Amanda Struble, Curtis Deremer, Lynn Hoops, Johnathan Hoops, LaVern Stuhr, Craig Wolf, Jeff Adler, Dale Kaliff, and Natalie Wiemer.
The Pledge of Allegiance was recited. The Open Meetings Act is Posted in the Entryway.
The Agenda was approved on a motion by Swanson and seconded by Baack. RCV: All ayes
Minutes of August were approved on a motion by Swanson and seconded by Powell. RCV: All ayes
Joyce Schriner spoke about the broken concrete in front of the Senior Center. She is concerned about someone tripping and falling on old concrete. She asked if they could have someone come look at it and give a bid. Olson agreed to have someone come take a look at the concrete.
The Budget Hearing was held. The accountant was not present for the Budget Hearing. Chairman Olson explained how the Budget was set up and what all the figures meant. The Budget will have to be advertised again due to an error. The Budget hearing was closed at 7:15P.M on a motion by Swanson and Seconded by Powell. RCV: all ayes
Swanson made a motion to introduce Resolution 2019-5 this motion was Seconded by Ohlsen.

Swanson made a motion to pass and adopt Resolution 2019-5 this motion was seconded by Ohlsen. RCV: All Ayes
A motion made by Ohlsen stated that we set tax rate and approve the 1% allowable increase. This motion was seconded by Swanson. RCV: All ayes
Chairman Olson read Ordinance 773. Swanson moved to introduce Ordinance 773 and this motion was seconded by Baack. RCV: all ayes
Swanson then made a motion to pass and adopt Ordinance 773 and it was seconded by Powell.

Swanson then moved to suspend the three readings and the motion was seconded by Powell.

Jonathan Jank spoke about the annual request for funding agreement. Mike Fehlhafer spoke about SCCDP. Mike talked about how great of an opportunity it is to meet new people and develop different relationship with different people and communities. Jonathan then stated that they are requesting the same amount as last year $6,000. Ohlsen made a motion to approve Jonathan Jank’s funding request in the amount of $6,000 this motion was seconded by Swanson. RCV: all ayes
The board then discussed Board of Adjustment recommendation for Randy Steinhausen. This was made a motion by Swanson and seconded by Powell. RCV: all ayes
Jeff Adler was not present at the time.
The Local Emergency Operations Plan of 2019 Resolution 2019-6 was approved on a motion by Powell and seconded by Swanson. RCV: all ayes.
The Auditorium Rental agreement was discussed. It was stated that if someone plans to have alcohol in the building, they need to have the liquor license posted so it is visible. It was also said that if they are have a fundraiser in the auditorium they need to have the correct permits, also that the Village of Utica need to be on the insurance. Tabled until October meeting.
Bids from Spencer Clouse and Kevin Sullivan were reviewed for the 5th street work. Baack made a motion to approve Spencer Clouse’s Bid. This motion was seconded by Swanson. RCV: all ayes.
We will continue looking for bids for barricades.
Mark Greckel bid for removing side walk was approved on a motion by Swanson and Seconded by Powell. RCV: all ayes
A motion was made to purchase signs for the closing of E street for $408.65 by Swanson and seconded by Ohlsen. RCV: all ayes
A motion was made to give approval to Chairman and President to make necessary payments by Ohlsen and seconded by Baack. Powell Aye. Abstain Swanson and Olson.
Sheriff’s report was approved on a motion by Swanson and seconded by Baack. RCV: all ayes.
Swanson made a motion to approve new member on the Fire Department and this was seconded by Powell. RCV: all ayes
Craig Wolf gave the Fire Chief report. Baack had ask that the Village would receive the minutes from the Fire Department meetings. On September 21st the Fire Department will be having a Banquet. Amanda Struble also spoke about patient that they need some help getting something done. It was discussed to see if other towns have an ordinance or resolution about abuse of medical personal.
Chairman Olson gave the Chair Report. He reported that the railroad crossing on Centennial Ave. is cracked. Also, our recycle bins are always full. We may need to have them pick up once a week. There will also be a fall newsletter in October.
The zoning report was given by Dale Kaliff. This was approved on a motion by Swanson and seconded by Powell. RCV: all ayes
Dale Kaliff also gave the maintenance report. He talked about getting bids to cut down trees that are dead. He also talks about Kevin Butzke’s bid of $250 to fix the slide. This was approved on a motion by Ohlsen and seconded by Powell. RCV: all ayes
The clerks report was given and was approved on a motion by Powell and seconded by Baack. RCV: all ayes
The treasurers report was given and approved on a motion by Ohlsen and seconded by Powell. RCV: all ayes
The Keno report was approved on a motion by Ohlsen and seconded by Baack. RCV: all ayes.
Jeff Adler came in to say that he would like to be on the next months agenda.
Payment of Claims were approved on motion by Ohlsen and seconded by Baack. RCV: all ayes
Meeting was adjourned at 10:26p.m. on a motion by Baack and Seconded by Powell. RCV: all ayes
